From Brownfields to Housing: Opportunities, Issues and Answers

This report examines the reasons why housing should be an option for brownfield reuse, as well as the concerns about residential development on cleaned-up brownfield sites. It also explores the role of Federal Housing Authority mortgage insurance in developing housing on brownfield sites. While some of the Department of Housing and Urban Development’s programs have become more flexible in using grants to remediate brownfields, Federal Housing Authority policy on brownfields has remained unchanged.
