* There were various rescissions taken at a sub-committee level in the FY08 Omnibus Appropriations bill. These rescissions are reflected in the table above. These rescissions included, 1.56% cut to all activities in the Interior bill (EPA, USFWS), and 1.6% cut to congressionally directed projects and activities in the Energy and Water Bill (COE).

^The Navigation and Ecosystem Sustainability Program (NESP) was authorized under the Water Resources Development Act of 2007. This new dual-purpose authority will integrate management of the river’s habitats and navigation system.  Ecosystem functions performed under NESP will largely mimic what has been accomplished under the Environmental Management Program since that program began in 1987.

^^ Partners for Fish and Wildlife is included under the Habitat Conservation Program in Fish and Wildlife Service under the Presidents FY 2009 budget.
