Coastal = Title I, Impact Assistance and Coastal Conservation
LWCF = Title II, Land and Water Conservation Fund (Federal and State Funding)
Urban Park = Title IV, Urban Park and Recreation Recovery Program
Hist. Preserv = Title V, Historic Preservation Fund
Wildlife = Title III, Wildlife Conservation and Restoration
Restoration = Title VI, Federal and Indian Lands Restoration
ESA/Lands = Title VII, Conservation Easements and Endangered and Threatened Species Recovery
PILT = Interest on all CARA programs except Title III will fund Payments in Lieu of Taxes and Refuge Revenue Sharing.
NA = Interest on Title III which will fund the North American Wetlands Conservation Act

*The ESA/Lands funding is allocated only for the Endangered Species Act Component ($50 million nationwide). The conservation easements funding is not allocated ($100 million in Working Landscapes portion of Title VII). A rough estimate is that the Great Lakes region would receive at least $10 million in addition to the region's annual CARA allotment.

Formulas Used to Provide CARA Estimates

Title I
25 percent in proportion to coastal population; 25 percent in proportion to shoreline miles; 50 percent based on historic oil and gas production (the best current data to estimate future proximity to production)

Title II
50/50 Federal side-State side split. Federal side funding is distributed among federal agencies on the following basis:

State side spending is distributed 70 percent based on state population; 30 percent equally among states.

Title III
Wildlife funding is distributed 1/3 based upon state land area and 2/3 based upon state population.

Title IV
UPARR distributes on the basis of historical average distribution among states during the life of the program.

Title V
Historic preservation funding also is based upon historic distribution.

Title VI
Restoration for Federal and Indian lands is allocated on the following basis:

Title VII
Endangered Species funding is based upon each state's proportion of endangered and threatened Working Landscape funds are not yet allocated.
