NEMWI Releases Addendum to Analysis of President's FY2014 Budget |
NEMWI today released a "Post-Budget Day Addendum" to the April 12, 2013 NEMWI Note: The President's FY2014 Budget and the Northeast-Midwest Region. It provides more detail, including funding history, on a larger set of selected federal programs that benefit the NEMW region, including high priority programs for which FY2014 budget information was not previously available. Specifically, the Addendum includes:
- Detailed fact sheets on 25 programs historically supported by the NEMW Senate and Congressional Coalitions, including programs in the areas of: economic/community development; energy; Great Waters restoration; and transportation and water management systems;
- A table containing appropriations levels (beginning with FY2006) and proposed FY2014 funding levels for these and more than 50 other (to total more than 70) programs of relevance to the NEMW region; and
- A glossary of every program that appears in the table.
The purpose of this Post-Budget Day Addendum is to provide useful reference material to NEMW Senate and Congressional Coalition Members as Congress deliberates on FY2014 appropriations legislation. NEMWI maintains a running update of available appropriations levels (FY2011-13) and request levels (FY2014) for the programs included in this addendum's budget table here on the NEMWI website.

1) Hotel: Our meeting will take place in the River’s Edge Convention Center at 10 4th Avenue (www.stcloudriversedgeconventioncenter.com). 2) Airport Transportation: The St. Cloud Convention Center is 80 miles from the Minneapolis-St. Paul International Airport. The most efficient and cost effective method of transport from Minneapolis airport to St. Cloud is via Executive Express. Go to www.executiveexpress.biz or call 1-888-522-9899 to reserve your ride. Reservations are $41 for one-way, or $72 for a roundtrip.
3) Day-Trip to Headwaters Region: On Friday, June 28 mayors (and guests if space allows) may have the option of taking a short excursion to the breathtaking headwaters region of the Mississippi River. See where the largest navigable river system in the world begins and actually jump across the Mississippi River where it makes it start next to beautiful Lake Itasca. If confirmed, mayors (and guests if space allows) will board National Guard helicopters and ride to the headwaters region from St. Cloud. Buses will board around 2:00pm in front of the Convention Center after the Annual Meeting closing luncheon. The helicopters will return to St. Cloud at approximately 6:00pm. PLEASE NOTE: arrangements for this excursion will not be confirmed with the State of Minnesota until very close to the date of the meeting. However, we need to provide a list of mayors and guests interested in participating as soon as possible. NEMWI Releases Regional Analysis of the President's FY2014 Budget |

Washington, D.C. - The Northeast-Midwest Institute (NEMWI) today released a regional analysis of the President's FY2014 budget proposal. In its Note to the Coalitions, NEMWI explores components of the President's FY2014 budget proposal that relate to federal policy priorities of the NEMW region, such as: energy efficiency and assistance, and grid modernization; pre-disaster planning and mitigation; transportation infrastructure investment; community development, manufacturing growth, and social security; drinking and waste water infrastructure, safe shale development, and effective water quality monitoring; and natural resource protection and restoration.
The President's FY2014 budget could help the NEMW region by providing new support for energy efficiency and grid modernization, and offering new opportunities to make vital improvements in transportation infrastructure. The President's budget also prioritizes innovations in technology and manufacturing, particularly relevant to the historic and continuing importance of manufacturing to the NEMW region. Further, it continues federal support for multi-agency work in safe shale development, concentrated in the region, and for overall water quality monitoring. Finally, the budget maintains and increases support for certain Great Water restoration programs relevant to the NEMW region.
On the downside, the President's FY2014 budget would make it harder for the region's low-income residents to meet their home energy needs. It does not seize the post-Sandy opportunity to advance state and local government pre-disaster planning for disaster resiliency and mitigation. Further, it decreases funding for Community Development Block Grants, and alters the formula for social security cost of living increases, which would disproportionately affect the senior-rich NEMW states. Lastly, the budget reduces Clean Water State Revolving Loan Fund support, a program that is particularly important to the NEMW region.

The March edition of the Great Lakes Hill Happenings is now available. This edition includes:
- Updates on Great Lakes program-relevant appropriations letters for FY2014, including one supporting the Great Lakes Restoration Initiative;
- Legislative updates on Senate Committee Water Resources Development Act language on project authorization and the Harbor Maintenance Trust fund, the Great Lakes Protection Act that was introduced in the House and the Senate, and the final FY2013 Continuing Resolution;
