Funding
There are authorized such sums as are necessary to carry out this program for each of fiscal years 2002 through 2007. Thus far Congress has not appropriated any funds for this program, and USDA does not expect funds to be appropriated until at least FY 2004.

Eligibility
Agriculture cooperatives, local governments, nonprofit corporations, public benefit corporations, economic development corporations, a regional farmers market authority, and other entities as designated by the Secretary are eligible to receive grants under this program.

Uses and Restrictions
An eligible entity may not use a grant or other assistance provided under the program for the purchase, construction, or rehabilitation of a building or structure.
