Output-Based
Emission Regulations (also known as energy-efficiency based
regulations) are a means to recognize the air quality benefits of
cleaner power technologies within environmental regulations. For
multi-pollutant legislation being debated today, this comes into
play in the way that allocations will be distributed. An output
basis would be an environmentally-friendly method. Learn about this
alternative approach, where it's already being used or recommended
federally, in the states, and in models; and how it fits within
the current clean air-clean energy policy debates on the Hill.
The Northeast-Midwest
House and Senate Coalitions are hosting this briefing and release
of a new Northeast-Midwest Institute report, Output-Based
Emission Standards: Advancing Innovative Energy Technologies.
The three speakers will give their presentations followed by
a question and answer period.
SPEAKER PRESENTATION
MATERIALS:
Susan
Freedman, author of the Northeast-Midwest Institute
report, provided an overview of output-based standards and debut
a new Institute report. She will address state air quality policies
using this innovative approach, alternative models developed by
regional and environmental groups, and the relation to federal clean
air-clean energy policy debate.
Joel
Bluestein, President of Environment and Energy Analysis,
Inc., spoke on his work with output-based standards and recent
report completed for NREL on impacts of air quality regulations
for distributed generation. He has extensive and direct experience
with emissions trading programs, regulations, and related permitting
issues and can address the environmental benefits of implementing
output-based standards.
