Congressional Northeast-Midwest Coalitions and Task Forces Founded in 1976, the Northeast-Midwest Congressional Coalition, co-chaired by Reps. Steven LaTourette (R-OH) and Jim Oberstar (D-MN), is a bipartisan group of representatives who recognize the common problems facing their states.
